Absolutely not.
Not only are drunken hook-ups not considered cheating, but sober hook-ups should be an acceptable norm for college students and teenagers also.
Cheating was never meant to infer hooking up with someone. If you're an adult, having an affair with someone other than your spouse fits the definition of cheating. You sleep together, and you commit a violation. You don't just hook-up.
For starters, many teenagers don't have a spouse, so the rules of commitment should be a little looser. You want to have a little fun? No harm, no foul.
Second, there is a simple explanation as to why the question of cheating even exists for hooking up. Some polluted teenager back in the one-nine-nine-tre (1993) watched too much MTV and decided that our generation could have affairs also — bad idea. The less restrictions we have, the better.
These rules don't even exist. The chances are, you aren't married in college. You could be engaged, and if you are, be careful. The commitment is obviously there.
But for all of us who are not engaged or married, have a blast while you can. It's most likely that you'll just break up with your girlfriend or boyfriend in a couple of weeks anyway.
I know what the counter-argument is here. What happens if you hook up with someone and you realize that you like him or her? It can lead to a split in your relationship, so hooking up should be avoided, right?
Wrong.
The trick here is to hook-up with as many people as you can. That way, you don't have the time to worry about one person.

Drunken hook-ups are definitely cheating. How intoxicated can you possibly be to forget that you have a significant other? Besides, doing anything with another person in any context (kissing, messing around or whatever) is cheating in my book, and hooking up with another person definitely fits this category.
Say, for instance you go to a party without your significant other (why he or she would let you go alone is beyond me) and you start drinking. Then, some totally wasted guy comes on to you and starts making drunken passes at you. You, being in a drunken state, reciprocate, and before you know it, something happens. When you wake up in the morning and remember what happened (or someone tells you), you are going to realize that you just made a huge mistake and that you should you tell your significant other.
If he or she loves you enough, he or she will forgive you, mainly because you had no clue what you were doing and hopefully go kick the crap out of the other guy. If he doesn't forgive you, then you should realize that hooking up while drunk is not a good thing.
Honestly, if my boyfriend ever did that, I would probably kick the crap out of him, and later on ask him why on earth he would do something such as that. Would I forgive him? In time, probably. Hooking up when drunk is the epitome of cheating. Not only are you cheating, but you are drunk and have no clue what you are doing while your friends are probably cheering you on. Also, drunken hook-ups can lead to other nasty things that you probably don't want to deal with. So, have fun, but be careful.
